From Contested Concepts to Prevalent Practice

Public Private Partnership (PPP) is a well established methodology for procuring public works projects. By incorporating the private sector’s expertise, efficiency, innovation, business sense, risk sharing, financing etc. into public works projects, the quality of public services and facilities can be uplifted. Like many jurisdictions, Bangladesh is also keen to take abroad this methodology which is so familiar but yet to distant. Although they have been one of the first jurisdictions to utilize the private sector in public works projects, their comfortable financial reserves has meant that there has been no urge to push the movement until recently. PPP has become increasingly popular amongst governments. To develop a best practice framework will require thorough investigation into the benefits, difficulties and critical success factor of PPP. PPP should also be compared with other procurement methods. In order to do so it is important to clearly understand the local situation by an analysis of projects conducted to date.

Public Private Partnership in Higher Education: An Explorative Study of Current Status and Future Potentials in Bangladesh

The paper examines the benefits and importance of public private partnership (PPP) for implementing quality in higher education, and then explores the future potentials of education sector in order for setting the stage for formulating the possible ways of PPPs. Public Private Partnership (PPP) is an increasingly popular choice for policymakers in implementing important public projects. Many government projects were delivered via PPP. To ensure the ultimate objectives of PPP, identifying the critical success factors (CSFs) of PPP implementation is crucial. Based on secondary data, the paper argues that good governance, commitment of the public and private sectors, favorable legal framework, sound economic policy and availability of finance market are the top five CSFs of PPP implementation in Bangladesh. It also attempts to identify the potential benefits of establishing a strong linkage between higher education institutions and industries. Current status of PPP in higher education and the potentials in the context of Bangladesh is presented, along with the directions for future research.
